THE PURPOSE OF THE THUNDERBIRDS SHALL BE TO PUBLICIZE THE CITY OF PHOENIX, ARIZONA, AND THE PHOENIX METROPOLITAN AREA, BY SPONSORING ATHLETIC EVENTS AND BY PROVIDING FINANCIAL ASSISTANCE TO AMATEUR ATHLETES AND YOUTH-ORIENTED CHARITIES.
