ESTABLISHED FOR THE PURPOSE OF IMPROVING THE QUALITY OF JUSTICE FOR VICTIMS OF CRIME. IN 1982 A GROUP OF CITIZENS BEGAN A GRASS ROOTS EFFORT TO ORGANIZE VICTIMS OF CRIME INTO AN ORGANIZATION THAT COULD PROVIDE VICTIMS ASSISTANCE.
