THIS PROCESS SHOULD SERVE TO DECREASE THE NUMBER OF FORECLOSED PROPERTIES ON THE MARKET, STABILIZE NEIGHBORHOODS, AND PROVIDE AFFORDABLE HOUSING UNITS TO LOWER INCOME FAMILIES.
